There was no Persian and Spartan war. Persia invaded the Greek mainland on two occasions. The first time in 490 BCE, a punitive expedition against Athens and Eretria for supporting Miletus in revolt against Persia. An Athenian commander was Miltiades, the Persian one Datis. The second time was a general invasion of Greece, commanded initially by King Xerxes, with his land commander Mardonius. Greek commanders included the Athenians Themistocles and Aristeides and Spartans Eurybiades and Pausanias.

Thermopylai was not a Spartan-Persian battle. It was part of the Persian invasion of peninsular Greece lasting two years involving many Greek cities. The Spartan force at Thermopylai was 300 warriors out of a Greek force of about 8,000. The two-year invasion included several sea and land battles in which Sparta provided some of the Greek naval forces and land forces totalling a couple of hundred thousand. Those battles were Artemesion, Salamis, Plataia and Mykale.

The Persian Wars pitted the Persians against the mainland Greeks. Eventually, the Greeks won after defeating the Persians by land and sea in the Second Persian War. Later, the Macedonian Geeks, under Alexander the Great, invaded and conquered the Persian Empire.
After the Persian War, conflict between the two broke out and culminated in the destructive 27-year Peloponnesian War. In the end, the Spartan alliance developed a war fleet using Persian funds to defeat the hitherto superior Athenian fleet, besieged Athens and starved it into surrender in 404 BCE.
The Spartans had a 30 member senate. Two kings were part of the senate.
