Why is naruto still considered a genin even though he won his match against Neji in the chunin exams?

It's because the Daimyos did'nt like him.... they went for shikamaru because of his strategic skills...and could therefor become a team leader... And it's also because: It didn't matter who won the fight. You could've lost and still make it to chunin. Like the answer above, they pick whomever has a better understanding in strategical knowledge.

I think sasuke won.... but I'm not really sure since the match was interrupted. Because orochimaru join forces with the sand village to kill the third hokage, sandaime. (Also because Gaara was seems to be unconscious when he was carried by his siblings, temari and kankuro) I think that gaara won, because the match was interupted and if naruto didnt jump in gaara would of killed sasuke because he was having trouble with his mark.
