Tron Legacy was technically the second Tron film. But as to a movie after Tron legacy, there will most likely be one, if the film can generate enough revenue. I hope to see one, but there is no talks yet about a "3rd" film.

Before Legacy released in 2010, a sequel was already being planned but it fell into development limbo. Surprisingly in 2017 Joseph Kosinski claimed the project has not been officially scrapped but it's "frozen". Really though there's no reason at this point to think there will be a third film in the Tron series.
