Pikachu starts out with thundershock when hatched from an egg, or caught in the wild. There is a 100% chance it will have thundershock if you catch it at level 25 or below in Pokemon Red/Blue, 10 or below in all Gen 2, and Gen 3 Pokemon games. Level 12 or below in Gen 4, and Gen 5 Pokemon games.
