There were even cases of monarchs who inherited the throne after the death of their fathers, so they were monarchs at birth. It was always a problem when a child was the monarch because the loyalty was supposed to be to the king or queen, but the king or queen was unable to rule until coming of age. The period when the child monarch was unable to rule was called a regency period and was dominated by regents who were not monarchs and had their own interests to consider.

In a few countries, the king or queen was elected from among a number of candidates chosen according to rank. In such countries, the monarch was always an adult.
