In the sims bustin out how do you make Dudley or any person move in besides proposing?

You cannot the only way to get someone to live with you is to propose to them and not only that you cannot marry story mode people. You must create a sim in free play then try your best to get your story mode sim and freeplay sim to meet.
(Note: Much easier when you unlock free street 1, 2 &3 for visiting)
