An ignition interlock device is a device that is installed into a vehicle. It is a safety device used to prevent people from driving if their breath is noticeably concentrated in alcohol.
An ignition interlock device is allowed inside a vehicle that has been ordered by the court to have one installed. It is used to prevent a car from starting if someone has had alcohol to drink.

How it installs varies from car to car, but basically it disables your key from reaching the engine. The device prevents the engine from being started if the breath alcohol concentration is too high. It needs to be installed by a state certified installer along with a lot of official paper work, so it is not a do it yourself thing. More importantly, criminal sanctions exist for circumventing or tampering with an Ignition Interlock Device. In Arizona, QuickStart Ignition Interlock AZ is one.
In Colorado, a DUI results in a period of a complete loss of license followed by a period of restricted license requiring ignition interlock installed on the vehicle. Colorado doesn't allow ignition interlock on motorcycles, so you loose your motorcycle license until you complete your restriction. Then, when permitted to go back to an unrestricted license, you may have to re-apply or re-test for a motorcycle endorsement. I did find that the state of Washington does allow for ignition interlock installed on motorcycles.

Typically the interlock with with the brake pedal has failed, also the transmission shifter linkage could be loose and jammed. You may be able to remove the shifter cover and see the interlock and manually move it aside so you can get vehicle to a shop. The interlock makes sure you do not put vehicle in gear without the brakes on.
