In twilight is Jasper really shy?

Jasper isn't exactly shy, he is just quiet. He has always been quite a reserved charactor, even before becoming a vampire, which becomes clear when he is talking about the great vampire wars of the south,(in Breaking Dawn). So to answer your question, he has always been that way. Hope this helps!!

Well, he's less shy but rather more avoidant.

His ability, empathy, makes him able to feel the emotions and feelings of everyone around him. Because this includes bloodlust, whenever humans are around him and the Cullen group, his thirst is amplified by his own desire for blood (which is lesser trained than the rest of the Cullens, as he was used to previous drinking human blood,) as well as everyone else's bloodlust. This is why in New Moon, Jasper is the one to attack Bella -- he must deal with not just his own, but everyone's bloodlust influencing him to kill her.

Though that is the main problem, he also feels somewhat ashamed of himself and his past. He used to be a trainer and mass murderer in a vampire 'war' of sorts, when he worked for the vampire Maria. This left him scarred over his entire body, as well as corrupt mentally. Alice helped him gain composure, but he still feels as if he's inadequate at times because of his rough past. This may be a minor reason why he avoids getting close to any human.
