On your 1998 Toyota Sienna LE the fuel filter is located under the vehicle, on the passenger side of the car, below the seating area, in front of fuel tank, and is mounted on chassis of the vehicle. If you crawl under the vehicle you will easily spot the fuel filter.

Follow the air duct forward from the fuel injection throttle body and find the rectangular black plastic air box at the end. There is a filter door on the air box. Pull the metal clips (I think there are two) that secure door and and swing open the filter door. You will see the rectangular pleated air filter.
It has a miss or the fuel is clogged somewhere or the throttle body.
It is on the side of the throttle body should be on the back side.
I would check the air filter first. If the filter is clean you need to clean the throttle body.
