In the US, it was most common in the southern states because their economy was based on crops such as sugar and cotton. Both needed many hands to bring in the crops. Until a way that was invented to hurry the process, there was a great need for "many hands". With the invention of the cotton gin, the demand would be reduced but the south still wanted to keep the slave trade going.
