Decisions in the 1800s often put the power of the federal government over that of the states, particularly through 'implied powers.' The court affirmed the federal courts as having seniority over the state courts, and gave Congress powers over interstate commerce.

Nationalism had a large affect on the Napoleonic Wars in the early 1800's in France. The public supported the goals and world conquest wars of Napoleon. He, with almost absolute power was also able to make domestic reforms in education and public works. All of this was dependent upon French nationalism. Later in the century, nationalists in France were in favor of the Second French empire's forays into Mexico. This was under the leadership of one of Napoleon Bonaparte's nephews. The 1848 Paris revolutions brought the new Napoleon into power.

What happens if the supreme court rules congress to be unconstitutional?

Since it is the Supreme Court that decides what is constitutional and what is not, the decisions of the Supreme Court cannot be unconstitutional, however, it is always possible for the Supreme Court to make new decisions which reverse older decisions. So in theory, if the Supreme Court does something wrong, they will be reversed by a later sitting of the same court (but with new judges).
