The purpose of the first parliamentary convention was for the leaders of the six Australian colonies to meet to discuss a federation bill and the terms and development of the new constitution. After not being accepted by the states the first time, the amended Commonwealth Constitution was given Royal Assent on 9 July 1900.
It was called the "Federal Convention" when it was going on and shortly thereafter. Now it is referred to as the "Constitutional Convention." This was because the delegates assemble to write amendments to the existing Articles of Confederation not a new constitution. They decided that the Articles of Confederation were hopelessly defective and could not be fixed by amendments. Only a new form of government would suffice, therefore they set about writing the Constitution. Thus, it could never have been called the Constitutional Convention while it was being held.
