Yes. Puerto Rico is a US territory. It should be noted however that there are almost no US Forces physically present in Puerto Rico in 2010. The days when Puerto Rico held as many as 25 posts and bases is long past and today only Fort Buchanan and the US Coast Guard man the Island. Roosevelt Roads, Ramey Air Force Base and Vieques are distant memories. Three 110 foot Coast Guard Cutters, a dozen C-130's, a few HH-65C helicopters and the PX, Commissary and Dispensary at Buchanan are it. Not a single fighter aircraft exists. (A group calling themselves the Volunteer Organization for the Revolution blew up six fighter jets operated by the Puerto Rico Air National Guard in 1981 and they have not been replaced). There are no Marines practicing landings on Blue Beach. There is no fleet patrolling its waters.
