Asteroids and meteors crashing in to earths atmosphere will bring in new water. 2. Water leaving earth by going into space with satellites, rockets, space ships etc, will decrease the amount of water on the earth. 3. But, the biggest exception to this stament is in 5 to 10 billion years when the sun becomes a red giant and engulfs earth there will be no more water on earth because there will be no earth. So I guess the answer to your question really is in 5 to 10 billion years when the sun blows up.
