No, you cannot get Lugia on Pokemon Yellow.
The only way to get a Lugia in the handheld games right now is by cheating with an Action Replay, or getting a special item in LeafGreen and FireRed that will take you to another island. You'll find Lugia and Ho-oh on that island. Another way is to get Pokemon Colosseum XD: Gale of Darkness. Towards the end of that game, you'll get a chance to catch Lugia, then you can trade him to your GBA games, then onward to your DS games. Finally, you can wait till 2010, when they release Pokemon HeartGold and SoulSilver. Those two games are remakes of the original Gold and Silver games, where Lugia first was introduced. Obviously, you'll want to get SoulSilver to get Lugia.

Shadow Lugia is a fake pokemon. You can not obtain a Shadow Lugia in any Pokemon Game (so far). Shadow Lugia is just another rumor pokemon.
You can't get Dark Lugia in Pokemon Silver, Gold, or Crystal. You can get Dark Lugia in Pokemon XD though. For Pokemon Silver, Gold, and Crystal it is just the regular Lugia.
