But I guess... might be for Identification process, for ex,.. to provide your Mobile a way to get identified with the network so that network would route the call/messages or any kind of services that are availed to you ( You must know it is a unique number ). Again, it is used when you dont have sim but only the phone with you. That time you must be knowing that you can make an Emergency call without SIM! This emergency call happens because of your IMEI as it identifes itself with the network. However... IMEI is optional for emergency call in ..... country but necessary in ..... countries!
