US Army Special Forces, British Royal Marines, Greek 1st Raider/Paratroop Brigade, French Naval Commandos, British Military Intelligence Corps, outfits of that nature. There are also non-military organisations which use berets, of course. Perhaps somewhat ironically, green is a colour used for the berets worn by Girl Scouts.

The military beret for almost every country that used them wear them so that they flop over to the right side. So the side on the Left is the only place to attach a badge or insignia. For the US, the left insignia has traditionally been worn on the LEFT side. I guess this was carried over to the beret. One of the first berets worn by the US Army was the berets unofficially adopted by the 77th Special Operations Group, or aka the "Green Berets". They wore them when President Kennedy inspected the base and he commented that the unit looked sharp in their green berets. So it became official. From what I was told when in the military, it is located on the beret over the left eye because most marksmen sight their weapons with their right eyes, thereby decreasing the possibility that the beret would obscure their vision.
When did the green berets start?
Special Forces Major Herbert Brucker was behind the beginning of the green beret designation in the year 1953. Brucker began the designation which would later be realized by First Lieutenant Roger Pezelle who adopted it for his highly operative A-Team called the Operational Detachment FA-32. Rapidly, this little green beret would be seen on the members of the special forces units whenever these soldiers went out into the field. However, the US Army was not keen on making the green beret an authorized entity at that time.

Are the Marine Scout Snipers better than the Army Special Forces Snipers?
The abilities of each as shooters depends on the individual... whichever one is a better shot is going to be the better shot, no matter what branch they're in. As for Special Forces and Marine Scout Snipers, they're trained in rather different roles. A Marine Scout Sniper would not be trained in everything a Green Beret would be trained in, nor would a Green Beret have the same priorities in training as a Marine Scout Sniper.
