In your place I would wait sometime or reset the ps3 to the factory settings however it might have been a system error which would require the playstation Home to be deleted and re-installed. . pankomputerek
Once you have an internet connection and a Playstation Account you should have no problem downloading anything that is free. For purchases you need to add money to your Playstation wallet with a network card or credit card matching account information

I downloaded half a dozen from the PlayStation store with no problem and no cost. I do have an internet connection which is a must have to download to the PS3.

First make sure that your connection in the house isn't down or off. If it is then that should fix your problem. If it isn't make sure your cable isn't damaged or broken. If it is replace it and it should work. If non of those are the solution Make sure the PlayStation is ON then flick OFF the switch in the back, wait 10-15 seconds and flip it back ON and turn the PlayStation back ON. It should come up with a screen that says that the PlayStation wasn't turned off correctly and it will ask you if you want to make sure your PlayStation isn't corrupt. Select YES then wait for it to finish. This should fix your problem. If not I would contact SONY about the issue.

An error code 80130182 means that no internet service was detected by the PlayStation 3. Go to the page and click on the type of internet connection you have. "Wireless or "Wired" connection for more info on what your problem maybe and how to correct it
You never mention the problem so go to the Sony Playstation Support Network at the related link and search
the problem was with the PlayStation clocks on the older systems not resetting themselves correctly after what the clocks assumed was a leap year PlayStation has corrected the problem and whomever was having problems, if you log onto and run a system update, then your problem will be corrected. I'm not sure if that problem has been resolved earlier PS3 was having connection difficulties so it's not just you. You will just have to wait till the issue is resolved
