The United Arab Emirates formed from seven different emirates. The country formed in 1971, after it became clear that Britain was no longer able to effectively administrate the emirates' affairs. As for why the emirates remained united as opposed to fissioning into separate states, the reason for the union was that the emirates could have a much larger diplomatic influence as a union than as individual states.
The United Arab Emirates is a confederation of UNLIMITEDgovernments. All of the Emirs (Princes) of the seven emirates are absolute monarchs who are beyond the rule of law. Members of the royal family consistently violate international law.
a rule is something you can't change.
Technically none. The UAE is a union of former Emirates, some of these were controlled by the British, while others were not. Britain handed power back to the loosely independent emirates before they merged into the nation now called the United Arab Emirates, and the UAE only came into being after that. So on a technicality Britain's rule of some of the area predates the formation of the UAE.
A change to a law or a rule.
