Hookah is not a safe alternative and because you smoke longer with Hookah it can severly increase your risk of cancer and other illnesses related to smoking.
No. Hookah smoking is not safer than cigarette smoking. The tobacco is no less toxic in a hookah pipe, and the water in the hookah does not filter out the toxic ingredients in the tobacco smoke. Hookah smoke contains high levels of toxic compounds, including tar, carbon monoxide, heavy metals and cancer-causing chemicals (carcinogens). In fact, hookah smokers are exposed to more carbon monoxide and smoke than are cigarette smokers.

Not at all. Hookah smoking is not safer than cigarette smoking. The tobacco is no less toxic in a hookah pipe, and the water in the hookah does not filter out the toxic ingredients in the tobacco smoke. Hookah smokers may actually inhale more tobacco smoke than cigarette smokers do because of the large volume of smoke they inhale in one smoking session, which can last as long as 60 minutes.

Cigarettes. A proper hookah is water-filtered. In addition, when used properly a hookah doesnt burn the tobacco directly, but rather vaporizes it with a special coal ember. In addition, hookahs arent meant to be used to smoke straight tobacco, but tobamel, a mixture of tobacco, honey, fruits and other sweeteners. Of course, for best health one should not smoke at all.

I don't really know a whole lot about nicotine tests, but hookah does have a small percentage of nicotine. It doesn't have near the amount that a cigarette does, but there is some in there.
Studies have shown that hookah smoke has many of the same harmful chemicals as cigarette smoke, such as nicotine, tar, and heavy metals. This is even though many people who use it think it is less dangerous. Nicotine, which is in water pipes, is the same highly addictive drug that is in cigarettes and other tobacco products. Hookahs use charcoal to heat the tobacco to high temperatures, and the smoke is at least as dangerous as cigarette smoke. Carbon monoxide is one of the dangerous byproducts of the heat sources that are used to burn hookah tobacco. This could make hookah users even more at risk. Because of how hookahs are used, people who smoke them may take in more of the harmful chemicals that are also in cigarette smoke than people who smoke cigarettes. Inhaling 100–200 times as much smoke as they would from a single cigarette during a typical 1-hour hookah session. A single session on a water pipe exposes the user to up to 9 times as much carbon monoxide and 1.7 times as much nicotine as a single cigarette. About 90,000 milliliters (ml) of smoke are inhaled during a typical hookah session. This is much more than the 500–600 ml (20.29 oz) of smoke that is inhaled when smoking a cigarette. People who smoke hookah might get some of the same diseases as people who smoke cigarettes. These things are: Oral cancer Lung tumors Colon cancer The esophagus cancer lungs don't work as well Fewer babies being born Still, if you can’t resist the craving of smoking hookahs, it is better to visit an authentic hookah lounge in California for a genuine feeling of smoking a hookah.
As ever, this depends on the circumstances of intent. It is not illegal to own/carry a baseball bat, but it is an offense to threaten someone with the said bat. There is no specific law that labels a hookah as drug paraphernalia, but it can be considered as such in a court of law. While possessing a hookah in itself in not illegal. Possessing a hookah with any drugs or drug residue in it would make it drug paraphernalia.
