i have a theory. the flag could be moving because the man himself was moving and since space is a vacuum, he could be moving the particles around him, which caused to flag to move.. maybe An episode of MythBusters addressed this question. Using a vacuum chamber, they showed that the inertia used by the astronauts to secure the flag in place was enough to keep it waving for several full seconds after letting go.
