It depends on their height. If he or she is around 5 feet tall (within a few inches above or below), then they would be in a healthy weight range. If they are much taller that about 5'4'' (unlikely, if they are only 9 years old, though), then they would be underweight. If they are shorter than about 4'6'', they are bordering overweight, or - at the very least - the heavier side of a healthy weight range.
