Most definitely. Blood pressure measurements are taken with the person seated, at rest. If you are not being monitored for high rate exercise such as would occur with a competition cyclist, then your blood pressure should fall within 150/80 and preferably lower. A reading such as described in a 30 year old person would require investigation as to the cause.
