Well.. Yes. It actually depends on how responsible you are. My daughter is turning twelve on May 24rd. When i mean responsible i mean you need to take care of it.
She told me she would put her heart into it. So on her birthday, i am taking her to get her belly button pierced. I did some research and it seems fine.

Of course you can, but it's not advised as humans have a lot of growing left to do at age 12. And it can be difficult finding serious piercing studios willing to do it on a 12 year old, even with the parents consent. Some studios have a minimum age 15 for piercings, others even higher.
