Well of course the Air Force would like more but there's only so much money Congress is willing to spend on them, which is a very hefty price tag. The Raptor isn't the only aircraft replacing our F-15 and F-16 fighters. We currently have close to 2000 of those which still is a staggering number for national defense. But the reason why they are being replaced is because they have been around since the Cold War. Despite popular belief, the F-22 is not what's mainly planned to replace our fighters. Currently, there are over 1700 F-35 Lightning fighters planned to be produced in the coming decades.
