Completely. And in this case, I can say it definitively, it is illegal, and there is no fear of being sued for saying so.

The "program" is you sending someone $100. Then you recruit four people to send you $100, and they can each recruit four people to send them $100 of which you get part, and then the 16 can each recruit 4, and etc.

It's a pyramid scheme, blatantly and simply, with them not even pretending to be selling a "product".

The reason it doesn't work is two-fold. One, the four people you ask for $100 a piece from may just realize, "Hey, why don't I not send him the money, but still ask four people to send me money? Then I've made even more!"

Two, even if everyone is "honest" and sends strangers money, here is the progression:

Day 1: 1 person recruits 4

Day 2: 4 people recruit 16

Day 3: 16 recruit 64

Day 4: 64 recruit 256

Day 5: 256 recruit 1,024

Day 6: 1,024 recruit 4,096

Day 7: 4,096 recruit 16,384

Day 8: 16,384 recruit 65,536

Day 9: 65,536 recruit 262,144

Day 10: 262,144 recruit 1,048,576

Day 11: 1,048,576 recruit 4,194,304

Do you get it? Supposedly you are getting by Day 11 checks totalling $419,430,400, and the next day you'll clear over a BILLION dollars!

Of course, you can substitute "week" for "day", and still come up with a presposterous income return. It would have you "making" over a billion dollars in three months!

If one continues, you get to the point - by day or week 15 - where you have 4,294,967,296 people sending you money, and by day or week 16...oops.

There are slightly under 6 billion people on Earth, so those 4.2 billion people you recruited can't recruit four people a piece.

That's why these scams are illegal.
