I would say it is yes, at the age of 16, you should be nearly at the end of puberty and the average is between 5-6 inches erect (12.5cm-15cm approx) and around 3-4 inches when flacid (7.5cm-10cm approx) But there is nothing you can do to improve it, you are the size you are at the end of the day!
