Yes. This time is called the Hour of Souls by some. Others consider it to be part of the Witching Hour. 4 am is just the mid point point plus or minus an hour. It's been scientifically proven that most people that die in their sleep is at 4am. As a side note more supernatural activity seems to take place during this time.
