It depends on the tolerence of the individual. It is not unheard of for people to use 500+ mgs of Oxycontin in one day and not even feel it, or have it "help their pain"
Oxy ER is Oxycodone Extended Release, and is usually taken every 12 hours or so...(like OxyContin) Oxy IR is Oxycodone Immediate Release, and is usually taken every 4-6 hours (like Percocet minus the Tylenol)

There is an increased risk of respiratory depression, difficulty breathing, if one where to take more then recomend medicine of both at the same time. Therfore if the goal is to move from one pain killer to the other then take a regular scheduled oxycodone then 4-6 hours later take the tramadol.
