The smallest commercially-made bra size (without having it custom made) is a 28AA. There are companies that will make 24 or 26 bands though upon request, example being the brand Ewa Michalak (who ships her products all over the world).

A 28AA means the ribcage measures 28 inches, and the bust also measures 28 inches, for a difference of 0 inches. The "AAA" cups you sometimes see make no logical sense, as it means a -1 difference between ribcage and bust. This size is spawned from people fitting ladies incorrectly (adding inches to the ribcage). If a retailer sells "AAA" cup Bras, I would be extremely weary of letting their fitters near you with a measuring tape, as there is a very good chance they will put you in the wrong size bra.
Also note that there is no set size for AA (or any other cup letter). The cup size is relative to the band size. So a 32AA is bigger than a 28AA, and a 36DD is much bigger than a 26DD. The cup letter only marks the difference between the ribcage and the bust, the band, of course, being the number of inches your ribcage (aka underbust) is. Here is a chart for reference:
