This is an opinion question. There is no such thing as "the best country" because every country has its ups and downs. For example, you could say the US is the best country because it is the only world power, but it has the most people in jail (most criminals in general) a horrible economy (currently) and not all of its citizens obey the rules (dont pay taxes, break laws, etc.)
