For your Arcanine make it a physical sweeper: Flare Blitz Thunder Fang Extreme Speed Overheat/iron Tail/Fire Blast (i would personally go with iron tail for coverage but upto you) Milotic: Surf Recover Ice Beam Toxic Braviary: Brave Bird Return Superpower Return Gallade Psycho Boost Close Combat Leaf Blade Thunder Wave Pikachu (its sort of weak but if you need it use this moveset) Thunderbolt Thunder Wave Attract Surf Weavile: Swords Dance Ice Punch Night Slash Brick break Teach these moves to your Pokemon and you should be fine competitively and in game.

Yes and No.Arcanine was originally created as a legendary pokemon, but he was replaced by Moltres. This is why he is still categorized as 'Legendary' in the generation 1 pokedex. Because this was never fixed, Arcanine's species is 'Legendary'. This doesn't mean Arcanine is a legendary species but it's species is. Like Pikachu's species is mouse, Arcanine's species is Legendary.But Arcanine is one of the strongest non legendary pokemon. His base stats are 555, and there is only one pokemon with higher base stats who isn't a legendary pokemon.

In Pokémon HeartGold, you can get a Pichu by breeding a male Pikachu or Raichu with a Ditto, additionally you can use a female Pikachu or Raichu and breed her with a male Pikachu or Raichu, a Ditto or with someone in the Field Egg group such as Rattata, Sandslash and its pre-evolution of Sandshrew, Mankey and its evolution of Primeape, Arcanine and its pre-evoluton of Growlithe, Vulpix and Ninetales.
It'll need to be hatched in a Egg if one of the parents know Iron Tail. I don't know how good a Pikachu (which knows Iron Tail) would do with Arcanine. Haha. But if you can keep finding Pokemon with a Iron Tail move, (make sure the Pokemon is male) you can breed it with a female Arcanine.

Well actually these are the Pokemon you get after evolving the Pokemon with stones.
