That is a subjective question and there is no right answer. In my opinion though on the whole I would say No. There is a definite need for the federal parliament and I think the citizens are best served by having both state and local government.
On the whole I think the system could do with some improvement, but in the basic layout of power and systems I think its all necessary and beneficial.
