B.E / B.Tech is sufficient for small and medium scale Projects. We all study Design and Structural Analysis in our Bachelor's degree, Combine that with some experience you should be able to do structural design.

In Bachelors degree little exposure is given to Dynamics, and most of design is for static load. So in cases where dynamics arises having a Masters Degree in Structural Engineering gives an upper hand. But still if you are brilliant enough you can sort out any problems arising using your Bachelors degree. Having a Masters degree alone does not make you a good Structural Engineer. And Remember any of the civil engineering problems can be reduced to a Differential Equation and you should have the ability to solve it.
