Both Chihuahuas and Pugs shed, so I would assume that they are not "hypoallergenic" at all. This is because dander, which is the substance that causes allergies in humans, is found in the dog's hair. So, the more the dog sheds, the more dander there will be around the home, on clothes, and so forth.
