everyone i think would have there own opinion on this question. but i perfer western and English tack from the others. both western and English are very comfortable.
Working tack refers to 'everyday' tack. The leather is not the same quality as show tack. Usually thicker and sturdier to withstand day to day use.
To tack up a horse english style (if this is what you mean?) first (after you brush them off) you put on the square pad. Then, you put on the white pad (sometimes called a fluffy pad) then, the saddle. Then you put on the girth and then the bridle and your all done :)

By equipment I assume you mean tack. The halter is used to lead, lounge or tie your horse. The bridle is a headstall, bit and reins and this helps the rider direct the horse where he wants the horse to go. The saddle, whether western or english, is strapped to the horse's back and where the rider sits.
