No. Chibichibi, who appeared in the fifth and final season of the Sailor Moon anime (never licensed for an English dub) and the final arc of the Sailor Moon manga, is a different person depending on which canon you're watching/reading.
In the anime, she is the personification of Sailor Galaxia's Star Seed, which is the Light of Hope. She assists Eternal Sailor Moon in her fight against Galaxia, and offers herself up as the Sword of Sealing. However, Sailor Moon refuses to fight, and the sword shatters, leaving Chibichibi's lifeless body behind. However, after the battle, when Galaxia is healed, Chibichibi reappears briefly to thank Sailor Moon before disappearing.
In the manga, Chibichibi is actually a form of Sailor Cosmos, called the "ultimate form of Sailor Moon" by the Sailor Quartet (Sailor Chibimoon's Sailor Team, made up of the Amazon Quartet from the SuperS/Dream arc). Sailor Cosmos fought Chaos in the far future, but ran away after "losing everything." She went back in time and took on the appearance of a small child. She initially wanted Sailor Moon to destroy the Galaxy Cauldron, the source of all stars and souls, but Sailor Moon refused; however, her presence gave courage and hope to what some believe is her own past self (Usagi/Sailor Moon), thereby allowing Sailor Moon to change the future and "defeat" Chaos by letting it go back into the hearts of every living being, rather than gather in one single place.
In both versions, she appears as a Sailor Senshi: Sailor Chibichibi. However, she only is called "Sailor Chibichibi Moon" in the anime and in some advertisements; in the actual text of the manga (including the reprint), she is still called just "Sailor Chibichibi."
Rini (Chibiusa) is Sailor Mini-Moon (Sailor Chibimoon). She never goes by the name "Chibichibi." Furthermore, Chibichibi is not thought to be related to Rini (that is, she is not Rini's daughter).
