It can also be referred to as a state. Any self governing country may be referred to in this way.

States are not just the individual parts of the USA.

China does have cities, but unlike the West, the actual city limits are not well-defined.

Instead of states, China has provinces. The People's Republic has 33 provinces (officially provincial-level divisions), divided into 22 provinces, 5 autonomous regions, 2 Special Administrative Regions, and 4 municipalities.

CThe Republic of China (colloquially Taiwan) administers 2 provinces and five municipalities. The PRC claims all the area administered by the ROC as one province called Taiwan Province.

Neither. China is a region comprised of two countries called the People's Republic of China and the Republic of China. Colloquially, the PRC is known as China, and the ROC is known as Taiwan.
