Every culture celebrates different things on different cultures. Chinese people eat sweets on the new year to celebrate the new year and some sweets are tradition and culture, other countries eat sweets too! I guess it's mostly popular as a celebration. Hope this helps :)

It's the same reason that people celebrate Easter or Christmas: it is their tradition. If you are Chinese or are interested in Chinese culture/traditions, you may celebrate Chinese New Year. It is just like westerners celebrating our new year except the Chinese choose to use a different date.
Not all Americans do, it appears to be a Massachusetts/New England tradition. When my family moved from MA down to the south in Virginia, no one ever heard of the Chinese food on New Years eve tradition. We still keep the tradition going, only there aren't any crowds/long waits to worry about in VA :-)
