No. Phil Ochs was a folk-singer in the 1960's and died in the early 1980's in New York from an apparent hanging-suicide. Up there in fame at the time in New York's Village scene along with Bob Dylan etc., Phil Ochs wrote this song in the 1960s in the middle of his career. Rhino Records, along with the Foundation run by Phil Ochs' brother, released in the 1990s and early 2000s previously unreleased and undiscovered recordings.
