Cydia is only available to users who have "jailbroken" their iDevice
Jailbreaking is a very complicated process and is not recommended.
With Cydia you can get tweaks, apps, tools and many more. Cydia is still an illegal operation and Apple is on it's way to fix the problem with it's new Operating Systems.
Any type of modification affiliated with Cydia is illegal and not recommended

In America, Cydia is not illegal! It is legal, and you can do many things: themes, apps and much more. With themes, you can make your phone look slightly different, or really different to the point it doesn't look like iOS.
Jailbreaking is somewhat easy, as long as you have some experience with computers (no coding needed).
