I would answer with yes - absolutely. Once he took on the title "Darth" and became an apprentice to Darth Sidious, he became a Sith Lord. Even the apprentices in the Rule of Two created by Darth Bane are Sith Lords. If you are a Sith after the time of Darth Bane - then you are a Sith Lord whether you are the master or the apprentice.

If your definition of a sith is a person who uses the dark side of the force, then there are the witches of dathmir, the prophets of the dark side, and the emperor's hands.
