I don't think Dubai is an Alpha city at all.
In my opinion too generously Dubai was rated Beta city by "The World According to GaWC 2008". Globalization and World Cities (GaWC) Study Group and Network. (After Alpha++/Alpha+/Alpha/Alpha- cities)
Dubai lacks essential ingredents to be considered a Global, Alpha city. Spontaneous, cosmopolitan, human rights, influence in industry, R&D, trends, .... Dubai at the moment is a temathic investment park and associated residential area, but has not much to offer on its own.
