Grammatically, it is an imperative-- the speaker is commanding his or her listeners to encourage team support. But it is very awkwardly stated, and might not be clearly understood. Who is being encouraged? What is "team support"? In fact, it looks more like a newspaper headline to me (headlines often leave out words: "President Addresses Media", or "Traffic Nightmare Near Mall," for example). It would be better to use "encourage" and "team" and "support" in a full sentence: The coach encouraged everyone to support the team. Or, The coach said that support for the team was lacking, and she encouraged fans to go to the game tonight.
