There is really no such thing as a "Magic Negro." Conservative Republican talk show host Rush Limbaugh broadcast a parody song on his radio show, making fun of President Obama, and the song was called "Barack the Magic Negro." Limbaugh was being sarcastic, saying that the president's supporters act like he is magical. Perhaps Limbaugh has also referred to Eric Holder in this way, but it is not a commonly used expression on his program.
