No they didn't. The names are similar, but that's not what they're based on. However, Sesame Street did reference that rumor in "Elmo Saves Christmas": Bert and Ernie are walking next to a TV that is playing the movie, and are startled to hear their names.

∙ 13y agoWell, I just saw It's a Wonderful Life last night, and I observed for the first time that the policeman and taxi driver's names are Bert and Ernie! And since this movie came out first, maybe the makers of Sesame Street thought the 2 guys were great together and loved their names! Just a thought...
