Not necessarily, many people think that Celtic and Gaelic are the same but they are not(hence the two different names). The cultures and languages are quite different and actually quite confusing if you know one and not the other. I am Welsh, I speak Cymraeg as my native tongue and have tried to understand Gaeilge but so much of it goes against everything I know in Cymraeg that I just get frustrated and give up. It's easier to go from English to Gaeilge or even from Latin to Gaeilge than it is from Cymraeg to Gaeilge.
The only way a person can learn fluent from birth is been around a lot of different languages. It is not easy learning different languages.

I recommend Berlitz, they have a really great affordable program. My brother used it when we moved to the US and he was fluent very quickly.
I used Rosetta Stone for french and spanish lessons and am now fluent in both. The program was great and really easy to learn.
Welsh is an easy language to learn, well, it is for a Welsh person like me. If you can't say Cymraeg (which is welsh in welsh), then you obviously can't say Llanfairpwllgwyngyllgogerychwyrndrobwyllllantyseiliogogogoch.So baisically it's hard for some!
