Gandalf is much older than Bilbo no matter how you count it. Bilbo Baggins was born in the year 2890 of the Third Age. Gandalf, in his current form of an old man, arrived in Middle-earth in the 11th century T.A.; but he himself almost certainly was already there before the physical world was created.
Gandalf thinks there's more to Bilbo than meets the eye, that he can do more than he thinks he can do.
I think Gandalf came to Bilbo to either get a 14 man. (Another reply) Gandalf was helping the dwarves, and he believed that Bilbo could help. However, his help to the dwarves was secondary to his main mission: to get information about Sauron. Sauron is mentioned in the Hobbit, as the Necromancer; in the Lord of the Rings, Gandalf confirms that the "Necromancer" was no other than the old enemy, Sauron.
Bilbo Baggins.Another opinion:Although Bilbo Baggins was Frodo's cousin (he is often assumed to be his uncle, but they are in fact cousins), and Bilbo named Frodo as his heir, I don't believe Bilbo was actually Frodo's guardian during the whole of Lord of the Rings. I think his actual guardian was Gandalf the Grey (later Gandalf the White) the wizard that had been friends with him since he was a child. While Bilbo spent his years in Rivendell writing a book, Gandalf was off helping Frodo to save the world, and doing the best he could to protect the young hobbit on his dangerous journey.A 3rd opinion:In the book, Bilbo was 78 years older than Frodo, and he adopted Frodo (age 12) when both of his parents died in a boating accident. Gandalf was an extremely infrequent visitor to the Shire. Gandalf and Frodo were together on the Quest for Mordor for a grand total of three months, and two of those months were spent at Rivendell with Bilbo. I vote for Bilbo as Frodo's guardian.
Gandalf made the comment to Bilbo. He said something about there being more than meets the eye about Bilbo. He also said it to Frodo. Both times it was after they escaped from the Misty mountains.
The Maia itself, known to us as Gandalf, is older than the world. In the shape of Gandalf he arrived in the Grey Havens in Middle-earth about the year 1000 of the Third Age. He is killed in that form on 25th January 3019 T.A., and returns to it on 14th February. Gandalf leaves Middle-earth in autumn 3021 T.A., and from then on nothing more is known about him. So we do not reliably know how long he keeps being bound to his "Gandalf" form, or which form he chooses to generally use.As you can see, we cannot say how long "Gandalf the White" lasted beyond the 2 1/2 years before he left. Unless you mean the "Gandalf" form overall, which would then be at least a thousand years, or the actual spirit/being regardless of form, which would be older then the created world/universe.
Gandalf says to Bilbo, more than once, "There is always more about you than anyone expects." "Never laugh at live dragons," was a favorite of Bilbo's that was repeated by Frodo in 'The Lord of the Rings'. Another saying from Bilbo was, "third time pays for all" as his father before him had said.
