A meta search engine is a search engine that primarily uses meta data such as page description and keywords among others to rank websites within their search results. This differs to big search engines like Google and Bing who take backlinks (links pointing to a website) into consideration when deciding where to position a website within their results.
I think Google Custom Search doesn't act as new pages in cache. It's like someone piggy backing off a given technology without affecting the source at all. In fact there are a number of people using Google custom search to pretend to create their own search engine.
