Google Earth allows individuals and groups to post information various places. There isn't a great deal of information about Israel though. In addition many locations are mapped via either Wikipedia or Answers.com. The Google Earth Community site is found at bbs.keyhole.com (see link below).
From Google Maps: Google Maps routes you to the Jordan Valley by default. The trick is to locate intermediate spots for the the route, that take you away from the valley. Google Maps Can give a basic idea of a map that includes every street. The maps remain the same way around the entire world. this is why cities don't have super detailed maps including Israel. it is also public information. Otherwise you would have to pay money. You can get more detailed maps by different companies, (such as mapworks inc, or mapart publishing, or rand mcnally, or something like that) and in road atlases, but for those you would have to pay money.
